The problem with the data-collection procedures that I have seen discussed is that they rely on officers to report on themselves. So if you're an officer who knowingly targets African-Americans, for example, you're going to do one of two things. You're going to alter your paperwork so that a superior officer doesn't catch on, or you're going to intentionally stop more white drivers to provide yourself with a cover.
