This is first time they have committed to completely dismantle their weapons in an international agreement. They cannot just stall and pretend it does not exist. I think they have gotten the message.

We have taken this further than we've ever had in the past, than we've gone in the past, and so we'd like to see if we can get to an agreement. And, we're not there yet, frankly speaking.
