let us be frank with each other, and the peoples of the United Nations. We have not yet achieved the sweeping and fundamental reform that I, and many others, believe is required. Sharp differences, some of them substantive and legitimate, have played their part in preventing that.
I will appeal to the leaders that are coming here to really step up to the plate and accept the challenge and show leadership on this issue.
I would use this opportunity once again to urge President Saddam Hussein and the Iraqi leadership to take the wise decision of resuming cooperation with UNSCOM and the atomic agency,
