Paul John Tagliabueis the former Commissioner of the National Football League. He took the position in 1989 and was succeeded by Roger Goodell, who was elected to the position on August 8, 2006. Tagliabue's retirement took effect on September 1, 2006. He had previously served as a lawyer for the NFL. That's a really tough competitive environment to live with and the Rams have been one of those teams that have had repeat success under that system.
I don't think the negotiations are going very well. Positions are hardening when they shouldn't be. It is becoming an issue in terms of the financial resources some teams have and some teams don't.
That's going to be our focus. We started some conversation with the owners about what kind of structure, what kind of commitments it would take from all the teams to institutionalize that so the obligation of playing a game every now and then, a regular-season game, outside of the United States would become a part of the normal team participation in the National Football League.
Ever since we approved the move of the Raiders and the Rams, I've been saying that our goal is to get a team back to L.A., either through expansion or whatever, and we're not going to be moving any teams into small markets, ... The spread of talent around the league, the ability of teams to become competitive relatively quickly, it's a great thing. This preserves all of that.
