I think it would be more prudent if you're going to do it for people who are going to be released in the next year, rather than play house with people who, for all intents and purposes, haven't even been approved for release.

I think that's a big difference. If the ones in the program aren't coming back to society, what's the purpose? If you're going to do it, do it for the ones that are coming out.
