I think this accomplishes what the governor wanted. I think it accomplishes, financially, for the taxpayer a tremendous amount. You don't have to build any roads, don't have to do any of that. It's the same as it has been: the cheapest, fastest, surest.

We haven't moved very far from where we were. But we did try to help a little bit on the money side, knowing we were competing with governments. We'll never be cheaper than taxpayer money, but I think we've been incredibly generous.
