The initial response from the Department of Education is we may relax rules on a case-by-case basis, and for school districts that just got wiped out that sounds pretty silly.

I don't see three years into any program in a nation as large and diverse as ours as being long enough to say it's possible to know how effective it is. It will take eight to 10 years before we know for sure.
