Having a survey without bias is clearly the goal here. Surveys are tricky. You can load a question and I'd like to really avoid that. We'll make the questions as neutral as possible.

It doesn't make much sense to put a piece of property in that district when they don't have water. They have it out for the Big Wave project; they don't want it built there. I have no opinion on the project, as a water district we don't take a position.
community direction expressing feels generally meeting nice people public variety
When you go to a public meeting it's generally the same 20 people expressing their opinion. Once in a while its nice to go out and see what the public as a whole feels about a variety of issues. It would be nice to take direction from the community as a whole.
