It was mainly opportunists and locals, ... We've had a few out of state. They hit convenience stores. We had so much destruction that it was pretty easy pickings. If I have to, I'd stack them in the hall (at the jail). If you loot, you go to jail.

When we took over we had maybe 85 officers on duty. It was dangerous. We now have acceptable staffing levels for the number of people we have in the jail.
