The 1990s were an eye-opener. You had the strongest labor market in 30 years; all things being equal, those were good times for African Americans. A lot of black moms were entering the labor market, but the dads kept dropping out.

Almost every measure of education, or cognitive ability, or talent is now associated with a higher income. All this is raising the incentives for people to invest in education, training, and in attaining new skills.

Paths to legalization for those who are here and for those who remain here makes sense. Legalizing these immigrants will reduce some of the competition they provide to native born workers.
