This is a complex agreement with profound implications for US and global interests. Congress will need to take a close look at its many provisions in order to come to an informed decision.
Do we still have a government of laws and not of men? Does the law apply to some people with force and ferocity while the powerful are immune? Do we have one set of laws for the officers and another for the enlisted? Should we? These are but a few questions these hearings are intended to explore.
Do you really cleanse the office as provided in the Constitution or do you use the Air Wick of a censure resolution? ... A censure is something that is a device, a way of avoiding ... an up or down on impeachment.
The time has come for the American people, for the members of Congress to get this report,
Now we have heard from academia ... we're going to have more of the seminar tomorrow, ... But I will listen most intently to see if anybody, anybody, repudiates, rejects, rebuts the facts that have been contained and will soon again be housed in these boxes.

This legislation brings to bear instruments of leverage sufficient to the task, the most important being tying the U.S. financial contribution to a series of readily understandable benchmarks.
The President's grand jury testimony and televised address have raised renewed speculation about future actions of the Congress and the House Judiciary Committee in particular. If the Independent Counsel has any substantial and credible information that may constitute grounds for impeachment, he has an explicit statutory duty to send a report to the House. If and when the Independent Counsel sends such a report, it is reasonable to expect answers to many as yet unanswered questions. It is our Constitutional duty to provide a fair, full and independent review of these facts in their proper context. Until then, we simply should not speculate about how the House would proceed.
We haven't seen it yet. That's a decision we'll make next week.
