As with anything else that they would invest into, we would hopefully be promising a rate of return on the investment that they would be making into their city, ... Their investment is one in the future of the city that will pay dividends for years to come.

I think without the fee council will have to work hard to figure out what appropriations they're going to be cutting, ... I don't see it any other way than services not being compromised, but services being lost, there will be some things that aren't going to be able to get done.
