Raises are given all the time and the public never hears about it. The public has a right to know what they pay their public employees with tax dollars.

There is a likelihood that will happen. I would say that it's better -- most likely than not that it will be on the May ballot, But it won't be on the ballot where you vote for the house of delegates or whatever, it'll be a separate piece of paper.
