It's terribly disappointing that we are still at this stage. Most other states have gone ahead and done these studies. And there is significant anecdotal information that racial profiling does exist - and we still have not gotten a bill out of committee in Virginia.

Jails may make an argument that canteen funds should be treated separately from government funds. We would argue that they aren't. Once they enter the canteen it's the government's money and needs to be treated like any other money that belongs to the government.

If the report indicates that it doesn't, then that's terrific, and it clears the air.
