Creationism is not biology and has no place in a biology class. What makes it wrong is not the theory of creationism, but the teaching of creationism as part of a science class.

Jails may make an argument that canteen funds should be treated separately from government funds. We would argue that they aren't. Once they enter the canteen it's the government's money and needs to be treated like any other money that belongs to the government.

The only way to do this properly is to have the state pass a law, and then have an independent agency or organization of some kind take the data collected by police at traffic stops and analyze it.
