It's something the county has needed for a long time. I feel much better knowing we have security as I'm down there collecting thousands and thousands of dollars.

If he was being burned, he would have cried out. He would yell out and let them know he was in pain. He would have been flailing his arms. ... He may be paralyzed but he can hug you and lets you know he's in pain.
