The judge ruled in our favor because they could not prove that work was backed up, or that phone calls went unanswered. We don't advocate goofing off. The public should be served. But if there's not work, it's not his fault.

It was very fair. The workload at that particular office was such that there was downtime - all the people in the office were going on the Web now and then when the phones weren't ringing.
