If you are running for mayor of the city of New Orleans, you must have a plan to get us through the worst crisis in our history.

I think where we failed ... was in not being aggressive before the storm. We knew there would be widespread flooding, but somehow we got complacent in that we never pressed our city leaders as to what their plans were. We later came to find out that they had no plans.
