The county operated as business as usual for so long, no one wanted to change anything. People assumed a change was made but it never was. This should make it easier to direct money to fire departments that perform needed work. We need a contract for legitimate business purposes.

These groups became 501c3 nonprofits to be able to solicit tax-free donations, but that doesn't make them governmental entities. Governments can't make direct transfers to private organizations.

State and federal forestry officials granted that money with the assumption that they were dealing with legal entities, which they were not. We need to make sure there are no liability issues.

Somebody that has a fire in the northern part of the county shouldn't see any change in service, but those fire districts should see a reduction in liability and insurance concerns.
