I'm sure the flood impacted us. At one time, I heard they lost 60 homes. People aren't living there.

I'd say they could go two years on reserves without getting to the point where the state comes and says to do something. Perhaps it could be stretched to a third year.

I think they (Payson) entered it with an open-minded interest to see the ramifications.

We're being creative. We're sharing staff, sharing an administrator. We're trying to do the best we can with the resources we have, but we need to make some decisions and inform the public this can't continue as is.
