We don't want volunteer firefighters incurring a work-related injury or death and not getting compensated, because that will drive people away. Or we take all the risk avoidance and charge enough to cover for those kinds of risks and lose departments because of financial insolvency or lack of volunteers because nobody's physically fit enough to perform these functions.
