We live in a small area. This is not the only place we knew of her visiting and doing these types of things. ... Everyone was aware of what she drove, what she did, how she acted.

It was obvious that she could have some mental problems. It was in 2005 when we dealt with her more frequently. She would come in and just ask questions about area projects. Sometimes we weren't sure what she was referring to. A lot of times she would storm in, blurt out something and walk out.

When she first came to the area she took care of herself physically and dressed decent. But within the last year she lost weight, dyed her long hair from dark to blonde, then cut it short and at one point shaved her head. Her dressing became very bad.
