The Census provides highs that are too low and lows that are too high. In effect, the Census income estimates artificially reduce the gap between the wealthiest and poorest Connecticut towns.

Towns at the lower end are receiving less than they should, and towns at the upper end are receiving more than they should.

There are policy implications in any state that hands out money based on town income. We need better measures of town income.
