It's the first time I've seen somebody use their rotation to the point where I thought our guys did get a little fatigued. There are incentives for any state to exaggerate an external threat. If people feel insecure and have fear, they want to be protected. Even if you're living under wretched conditions, you think it is better than the alternative.
