A long war almost always places nations in this sad alternative: that their defeat delivers them to destruction and their triumph to despotism.
It is above all in the present democratic age that the true friends of liberty and human grandeur must remain constantly vigilant and ready to prevent the social power from lightly sacrificing the particular rights of a few individuals to the general execution of its designs. In such times there is no citizen so obscure that it is not very dangerous to allow him to be oppressed, and there are no individual rights so unimportant that they can be sacrificed to arbitrariness with impunity.
The happy and powerful do not go into exile, and there are no surer guarantees of equality among men than poverty and misfortune.
Society was cut in two: those who had nothing united in common envy; those who had anything united in common terror.
Grant me thirty years of equal division of inheritances and a free press, and I will provide you with a republic.
What good does it do me, after all, if an ever-watchful authority keeps an eye out to ensure that my pleasures will be tranquil and races ahead of me to ward off all danger, sparing me the need even to think about such things, if that authority, even as it removes the smallest thorns from my path, is also absolute master of my liberty and my life; if it monopolizes vitality and existence to such a degree that when it languishes, everything around it must also languish; when it sleeps, everything must also sleep; and when it dies, everything must also perish?
It is indeed difficult to imagine how men who have entirely renounced the habit of managing their own affairs could be successful in choosing those who ought to lead them. It is impossible to believe that a liberal, energetic, and wise government can ever emerge from the ballots of a nation of servants.
The more I view the independence of the press in its principal effects, the more I convince myself that among the moderns the independence of the press is the capital and so to speak the constitutive element of freedom.
I know of no country in which there is so little independence of mind and real freedom of discussion as in America.
The best laws cannot make a constitution work in spite of morals; morals can turn the worst laws to advantage. That is a commonplace truth, but one to which my studies are always bringing me back. It is the central point in my conception. I see it at the end of all my reflections.
There is, in fact, a manly and lawful passion for equality which excites men to wish all to be powerful and honored. Cities may be looked upon as large assemblies, of which all the inhabitants are members; their populace exercises a prodigious influence upon the magistrates, and frequently executes its own wishes without their intervention.
The public, therefore, among a democratic people, has a singular power, which aristocratic nations cannot conceive; for it does not persuade others to its beliefs, but it imposes them and makes them permeate the thinking of everyone by a sort of enormous pressure of the mind of all upon the individual intelligence.
